Article 22 of the Universal Declaration of Human Rights establishes that everyone, as a member of society, has the right to social security and to realization, through national effort and international cooperation, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality. This article recognizes that the well-being of individuals depends not only on their civil and political rights, but also on their access to rights that ensure decent living conditions, including health, education, and an adequate quality of life.
